The RCSS has been operating since January, 1st 1997. It is a state organizational unit subordinated to the Prime Minister. The RCSS's work, including that related to the Council of Ministers, is used by the Prime Minister to make the strategic programming and forecasting of the country's economic and social development. The Gdynia unit is seat of the Polish committee for the VISION & STRATEGIES AROUND THE BALTIC 2010 programme. Its tasks are to initiate, coordinate and monitor international projects aiming at regional development in Polish Baltic Sea Region.
